$2 million Freds Pass Sport and Recreation Reserve Upgrade

About the Project

In 2018 Litchfield Council received $2 million from the Northern Territory Government’s (NTG) Department of Tourism Sport and Culture to continue upgrading Freds Pass Sport and Recreation Reserve (FPSRR) based on the FPSRR Master Plan.

The new projects will be undertaken during 2019 and will provide the Reserve and community with:

  • Building certifications
  • Road network upgrades including car parks for the soccer, rugby union and AFL areas
  • Equine facility upgrades
  • Cricket Club change rooms
  • A maintenance shed

This funding follows the $3 million received in 2016 by the NTG which saw the centre road of the Reserve sealed, electrical and lighting upgrades and ablution blocks across the Reserve.

Governance Structure

A Reference Group has been established to provide strategic planning and advice to enable the project to progress smoothly and achieve the NT Government's project outcomes. The Reference Group comprises representatives from the Freds Pass Board and Council.

A Working Group has also been established to provide technical support to ensure the projects are planned, designed and completed within set time frames. The Working Group comprises Project Manager from Litchfield Council, Operations Manager FPSRR, relevant Council staff and specific user group representatives.

The Working Group reports to the Reference Group.

    This project will work to ensure compliance of high risk buildings and structures requiring occupancy permits. The project will also identify any works required to achieve compliance.

    All affected user groups will be informed prior to works being undertaken.

  • Roads and Carparks - $760,000

    Confirmed by the Reference Group, this project will focus on:

    1. Sealed connection through to soccer

    2. Sealed soccer car park

    3. Connection to rugby union through AFL – seal road and carpark upgrade


    Works for the roads and carparks will be in consultation with affected user groups.

  • Equine Facility Upgrades - $380,000

    In June 2019 Council engaged an external and independent consultant to develop a Master Plan for the equestrian area at Freds Pass Sports and Recreation Reserve (FPSRR). This master plan was completed in consultation with the equine user groups, the FPSRR Management Board and Council.

    Following this, the Reference Group for the $2M considered the priority of works as per the Equine Master Plan and set the works for the remaining funds.

    Priority of Works

    1. Formalsing the carpark area (including removal of the old and construction of a new Showjumping shed)

    2. Main Arena Lighting Upgrades

    3. Relocation of Wash Bays in carparking area

    4. Water storage tank and pump system

  • Cricket Club Change Rooms - $500,000

    In consultation with Southern Districts Crocs Cricket Club, this project will provide the Club with new changeroom facilities.

    Once the scope is confirmed with the Cricket Club, a design and construct tender will be open to the public.
